The political economy of Balochistan

https://www.thenews.com.pk/print/212514-The-political-economy-of-Balochistan

Why do budgets fail to give hope to the common citizen? Any analysis of Balochistan’s provincial budget leaves us with the same discontent. The current coalition government in the province had more space for budget planning and execution. After a higher allocation in the NFC Award in 2009-10, there were expectations that things would change in the province. The composition of Balochistan’s economy is very different from that of the national economy. The province has a backward, largely traditional economy. Before the NFC, the provincial budgetary outlay in 2009-10 was Rs71 billion. After eight years, the development budget alone is more than Rs86 billion. Back then the PSDP used to be only Rs16 billion for the entire province. When the current coalition government came to power, the total budgetary outlay was less than Rs200 billion, but now budget figures have almost doubled. So the question is: has the increas…

June 22, 2017WASHINGTON, D.C.- Today, Congressman Ted Poe (R-TX) and Congressman Rick Nolan (D-MN) introduced H.R. 3000, a bipartisan bill revoking Pakistan’s major non-NATO ally (MNNA) status. In 2004, then-President Bush granted Pakistan MNNA status in an effort to get Pakistan to help the United States fight al-Qaeda and the Taliban. MNNA status is significant, granting critical benefits in the areas of foreign aid and defense cooperation. A MNNA country is eligible for priority delivery of defense material, an expedited arms sale process, and a U.S. loan guarantee program, which backs up loans issued by private banks to finance arms exports. It can also stockpile U.S. military hardware, participate in defense research and development programs, and be sold more sophisticated weaponry.Last August, then-Secretary of Defense Ash Carter withheld $300 million in military reimbursements beca…

U.S. administration starts speaking softer while still showing a big stickBY MARK J. VALENCIAJUN 23, 2017
HAIKOU, CHINA – The outlines of the Trump administration’s policy toward China and the South China Sea are emerging from a fog of confusing and contradictory statements and actions. The administration started off with a relatively belligerent posture toward China in general and its actions in the South China Sea in particular. But the administration seems to have moderated its stance. Indeed, the emerging policy is beginning to look somewhat familiar. It is essentially a continuation of the Obama administration’s policy — although it appears to have a heavier emphasis on a military component.Rightly or wrongly, U.S. freedom of navigation operations (FONOPs) vis-a-vis China’s claims have become an indicator of U.S. resolve — at least in the view of some …

File imageBy CIMSEC2017-06-22 21:29:58[By Brandon Hughes]On December 22, 2016 Hainan Airlines flew its first chartered flight to Woody Island (Ying Xing Dao), one of the many disputed islands in the Paracel Island Chain in the South China Sea. For a mere 1200 Yuan (roughly $173 USD), a patriotic Chinese tourist could purchase a one-way ticket to visit the controversial island outpost. Less than a week later, China sailed its first aircraft carrier, Liaoning, around Taiwan, accompanied by an escort of five People’s Liberation Army Navy (PLAN) warships, amid vocal protests from the Taiwan and Japanese governments.Though decades behind the more advance U.S. Nimitz and Gerald R. Ford class carriers, the deployment of China’s newest power projection platform sends a clear strategic message. The series of moves by Beijing are not only tactical decision points, but part of a broader strategic narrative…
